Legalized gambling arrived in 1991 for Black Hawk, Central City, and Cripple Creek. In 2008, Colorado voters approved raising the maximum bet in these towns from $5 to $100.
In November 2020, Colorado voters gave voters in these three towns the right to vote to add new games and raises the maximum bet limit for their municipality, potentially providing a boost to their economies.
The two National Historic Districts are Black Hawk/Central City and Cripple Creek. When legalized in 1991, the hope was that gaming in these towns would revive and protect them.

Black Hawk and Central City are only four miles apart. Consequently, there is a heated competition between these two towns for revenue since gambling legalized in 1991.

No theoretical payout limits exist for Colorado’s commercial or tribal casinos.
The Division of Gaming offers return statistics by slot machine denomination. These hold percentages come state-wide and are for each of the three historic mountain towns, but not by individual casino within those towns. Player win% is 100% minus the hold% provided.
From the recent month of October 2020, player return percentages for all denominations were:
- State-wide: 92.64%
- Black Hawk: 92.20%
- Central City: 94.18% (highest town return)
- Cripple Creek: 93.31%

For this month, $2 denomination slot machines in Black Hawk had the highest return at 96.35%. However, the state report shows there are only thirty $2 slot machines in Black Hawk, but careful evaluation of $2 returns in other months may indicate this high return was due to an outlier from a single large jackpot win.
The second-highest return is from the $1 denomination slot machines in Central City. As the state return shows 143 such machines there, it is less likely to be an outlier and more likely for a majority of the $1 slot machines in Central City.
Colorado’s two tribal casinos do not have publicly available return statistics.

The casinos in Black Hawk, nearby Central City, and Cripple Creek are all state-sanctioned casinos (having received their charter by voter initiative in 1991). This means you will find a greater assortment of well-recognized slot games than you would at some Native American casinos.
The Vegas and Atlantic City game-makers are well represented, with WMS and IGT games in good supply. Games like Yahtzee, Monopoly, and Press Your Luck as well as Lord of the Rings, Cleopatra, Wolf Run, Star Trek and others make Colorado a premiere destination for slots aficionados everywhere.

How Do Slot Machines Work?
The old days of mechanical reel slot machines have all but been replaced with digital, computer-controlled versions, even though the basic principles of the games remain the same. Old-school slot machines typically had just 3 reels and were operated by a lever on the side of the machine, with only a handful of winning combinations. These machines had very few bells and whistles. Line up the same symbols in a row to win. Today’s digital slot machines have more reels, and bonus sub-games where there are many more ways to win.
Going back even further and slots were played with physical coins, huge piles of which were also dispensed when a player hit a win. That’s why casinos in the old days had plastic buckets everywhere: to hold hundreds of quarters. Nowadays you’ll be hard-pressed to find a slot machine that accepts/dispenses coins, unless one is set up for nostalgia somewhere. Today’s slots are driven by slips of paper encoded with your balance. The machine spits out the ticket and it’s as good as cash, insert it into another machine to keep playing or into a cash-out kiosk at the casino to collect.
Even though today’s digital slot machines have many more reels and line combinations, they operate much the same way. Players decide how much they want to wager per spin and hit the button. The reels spin and stop after a second or two. If the symbols line up on the pay line, the player wins according to the paytable, which is typically on display above the reels.

Gamblers are generally superstitious by nature, and that’s especially true of die-hard slot players, who are often convinced a machine is “due” to pay out, or that pushing buttons in a certain way on the machine will somehow change the odds.
The truth about slot machines is they run on what are called random number generators. These are programs capable of generating thousands of number combinations per second. As soon as you press the button or pull the lever on a slot machine, your fate is sealed. The reels displaying symbols is essentially just to heighten the suspense at that point, as the random number generator has already determined if you’ve won or lost.
As for a machine being “due” to hit the jackpot, this is also not grounded in reality. Random number generators work in such a way that each spin of the reels is an independent mathematical event, unconnected in any way to past or future spins. On any given spin of the reels, you have an equal chance of winning a jackpot as on any other spin. This applies whether it’s your thousandth spin in a row or your very first.

Slot machines in Colorado allow play in a variety of denominations, from penny machines all the way up to $100 per spin. Don’t take the denominations too literally, however, a spin on a penny slot machine can actually cost several dollars a spin depending on your wager amount. Generally speaking, the higher the denomination, the better your odds of winning. Most slot machines have payout percentages between 92% and 99%. That means for every $100 you put into a slot machine, you should get back $92-$99. This percentage is calculated over tens of thousands of spins if not more, however, so take it with a grain of salt.
Some machines have bonus games that only will trigger if you bet above a certain threshold for each spin, so be sure that amount is within your budget if you want to play for bonus games.
